Of course it's deliberate. Think about it: there's two murders to focus on. Maybe the culprit hoped we would either split up into halves to each focus on a single victim or they hoped to serve more distractions to win the trial.
Not only do they get away with prizes, but if they're aiming to avoid having their incentive be executed, they're also hoping we mess this one up.
I am uncertain... It could be an accomplice situation, as well - an actual one, this time. With two dead, there would be two prizes, after all. Perhaps that is why there are six instead of five?
There's the poison detection kit, but it's one use only. We wouldn't be able to test all the bottles. We don't even know whether they were poisoned in the bar or in their rooms - if the killer had a skeleton key, they could have snuck into their rooms while they were gone and dumped the poison in the liquor in their cabinets.

I agree with Rapture. Michael Altman was the deadweight, while Belarus was the dispensable. If the culprit required items before executing their plans, they would have to have targeted Altman, first and foremost without doubt.
Exactly, which leaves Belarus' circumstances up to debate. She was a lot more cautious and carried a flask, she came to refill it that night for a brief few minutes at the bar.
